I'd like to know if there are any plans for change this behaviour:

Note that even though there is no communication with the management server, communication with the BlackBerry Dynamics NOC still occurs during the initial activation of the app. The BlackBerry Dynamics NOC must be accessible from your testing environment."
or maybe anyone found any way to bypass this problem?
Strange, that develpers of system for enterprise security ask me to open my heavy-secured computer for attacks just to test application designed for use it for secure connections.

Currently, there isn't a way to use enterprise simulation mode without network connectivity to the BlackBerry NOC. This mode is designed as a method to get started with development before BlackBerry UEM infrastructure has being set up, not as a method for offline testing
Only outbound initiated network connections are required, so it doesn't require opening up your computer to inbound internet connections.
An alternative is to perform your testing on a real device. This won't require any changes to the network configuration of your computer, but will require a BlackBerry UEM Server or BlackBerry UEM Cloud because enterprise simulation mode only works on emulated devices.
